Foreigners, dual citizens ineligible for Navy commission

The National Assembly has approved the Navy Amendment Bill which barred the individuals holding foreign or dual nationality to be selected into the Pakistan Navy.

Navy Amendment Bill introduces several critical changes to recruitment policies, conduct regulations and post-service restrictions for naval personnel.

One of the bill’s key provisions prohibits individuals holding foreign or dual nationality from being commissioned into the Pakistan Navy. Additionally, the law sets 18 as the minimum age for commissioning, thereby tightening the eligibility criteria to reduce security risks.

Among the most significant changes is a two-year ban on political involvement for retired Navy officers and personnel. Anyone violating this clause could face up to two years in prison, a move designed to uphold the neutrality of military officials post-retirement.

The legislation also enforces strict penalties for leaking classified information, with offenders facing up to 14 years of imprisonment. Bribery and corruption by naval members will now attract severe consequences, reinforcing a culture of accountability within the force.

Another notable provision makes defaming naval personnel through social media or digital platforms a punishable offence. Offenders may be jailed for up to two years or fined, reflecting the government’s efforts to protect the dignity of its armed forces. Moreover, any commanding officer who disobeys convoy orders may face disciplinary action, including the application of force if necessary.

During times of war or national emergency, the bill allows for the retention of Navy personnel in service until the age of 60. The legislation also authorizes the Navy to support national development, disaster response, and government-led stability efforts.

Finally, the amendment grants full legal protection to all previous directives, rules, and regulations issued by naval authorities, shielding them from legal challenges in court.
