Pakistan at a climate crossroads: From warnings to wake-up calls

Pakistan is a paradigmatic case of asymmetrical exposure in the modern context of the discussion of climate change. Notwithstanding the fact that the country contributes to less than 1 percent total greenhouse emission, it has always been ranked as among the most climate-vulnerable nations. The increased mean temperatures with the intensification of meteorological variability as well as the increased tendency towards extreme events have not only revealed the fragility of the ecology but also structural weaknesses governing and the institutional weaknesses. Therefore, the climate change should not be envisioned in its own class as an environmental concern but rather a multidimensional hazard on national and regional security.

The Bigger Scope of Disaster in the Climate Related Effects

The 2022 floods that were unprecedented highlighted the escalating climate crisis in Pakistan. The flooding was caused due to abnormal rains during the monsoon season and the melting of glaciers and an area of over a third of the nation was engulfed by water leading to about 33 million people being severely affected. Approximate death toll was more than 1,700, more than 8 million people were displaced and total economic damage amounted to over US $30 billion. Primary sources of basic livelihoods were adversely affected by core investments on activities, such as agriculture, infrastructure, livestock, and employment making the pre-existing pressure on public organisations particularly vulnerable and thorough exposing key gaps in disaster management.

These are not rare occurrences anymore. A cyclical series of climatic-related risks such as heatwaves, glacial lake outburst floods, prolonged droughts, and abnormal precipitation are becoming sequences of recurrence in Pakistan, and each event trickles down through the interlinked spheres of food security, electricity production, population health, and education. The net resultant effect is the enhancement of socio-economic vulnerabilities and spiraling away of developmental achievements.

Regional and Provincial differences Variations

The regional heterogeneity in climatic effects is quite high in Pakistan. Punjab and Sindh have riverine geographies and economies that are based on agriculture making the areas even more vulnerable to floods. Khyber Pakhtunkhwa (KP) is the most sensitive region to glacial melt and flash floods, and Balochistan is not fairly treated as it faces water shortage and drought, as well as hyperthermia.

Such in-built spatial disparities require distinctive disaster operations. The national level policies should be supported by province-specific strategies that are based on localised risk profiles along with institutional resilience. The standardised solutions are insufficient in a nation with complicated geographical, climatic, and social economic diversities.

Geopolitical Threats to Environmental Stress

Environmental issues in Pakistan cannot be dissociated with geopolitics of the region. A strategy resource, whose hydrological and climatic changes are highly significant, Indus Basin is by common accord share of India, China, and Afghanistan, which are increasingly imperiled by transboundary sharing agreements, primarily by Indus Waters Treaty. Likewise, a large flow of people caused by climate-related situations can trigger changes in population dynamics and resource conflicts in the border areas, enhancing latent tensions. To conclude, climate-related stress is a threat multiplier that makes diplomacy, as well as national security complex.

Resilience Technology Opportunity

Climate-related risks are increasing, and technology innovation provides an extreme cross-point of adaptation and mitigation. Nations around the world are spending on artificial intelligence (AI), satellite surveillance, and predictive analytics to strengthen early-warning systems and perfect the responses to disasters. Such technologies have the potential to improve how Pakistan looks at extreme weather events, optimised distribution of resources and protection of vulnerable populations considerably.

However, there are still challenges to the implementation in the case of Pakistan because of the lack of funding, a weak infrastructure, and a limited amount of qualified personnel. Transfer of technology, capacity-building and assignment of climate finance are among international support which is thus essential.

The Process of synthesis of a National Strategy

Addressing the climate issue in Pakistan requires a cross-sectoral measure. The need to build institutional capacity, provide investment on climate resilient infrastructure; to provide provincial preparedness and regional cooperation should be at the top of the policy agenda. At the same time, to cope with the wider geopolitical environment, it is necessary to incorporate climate into the foreign policy and security approaches and strategies to climate.

Previously, the issue of climate change is just a potential threat, but now it is an actual and current factor shaping the future of Pakistan. The solution to this should not only be expedient but should be prospective. Resilience will only be pursued on foundations of the ability to address domestic reform and the global collaboration in the pursuit of sustainability, stability and security.
