World bank flags 44% poverty rate in Pakistan

A significant 44.7% of the population of Pakistan is now estimated to be living under the World Bank’s updated international poverty line of $4.20 per person per day.

This statistic occurs as the World Bank conducts a periodic worldwide revision of its poverty lines to reflect changing price levels and new data.

Being a lower-middle-income nation, Pakistan’s new poverty rates also indicate that the poverty line of $3 per capita per day now cuts across 16.5% of the population, much higher than 4.9% under the old $2.15 threshold.

Also, the upper-middle-income poverty line, set at $8.30 per capita per day, now includes a staggering 88.4% of the nation’s population.

According to the new poverty line, over 107.95 million individuals in Pakistan are living under the poverty line for earning less than Rs1,200 per day. While over 39.8 million individuals in the country are falling into the extreme poverty category, sources added.

The International Comparison Program (ICP) calculated these new international poverty lines using 2021 purchasing power parity (PPP) data.

The World Bank explains that it does this to keep estimates of poverty accurate and comparable across countries, using methodology in line with revisions commenced in 1990.

“The updates position Pakistan’s poverty rates in an international context and highlight the value of sustained efforts to combat vulnerability and enhance resilience,” World Bank Country Director for Pakistan Najy Benhassine explained.

The revised estimates form part of the World Bank’s Global Poverty June Update 2025, a project dedicated to improving the accuracy and timeliness of global poverty estimates.

A subsequent World Bank Poverty, Equity, and Resilience Assessment for Pakistan will provide additional context for these revised estimates, including a full analysis of poverty, inequality, and non-monetary outcomes.
